Computer boots up. Black screen and Mouse/Keyboard do not turn on whatsoever help!

Hello everybody. To summarize my situation, I decided to restart my computer for some reason as I like to do registry cleans, virus scans, ect then restart the computer for good measure. I do this regularly so this isn't anything out of the ordinary.

When I reboot the computer the screen turns black and there was a continuous beeping sound. (beep, beep, beep, ect). So I turned of the computer and took out all of my RAM sticks and put them back in. Now, the beeping is gone, however the screen is still black and the keyboard and mouse are still unresponsive. What do you think I should do in order to resolve this? Any suggestions is very appreciated!

Update 1

Been reading responses on other posts on this forum regarding the same issue and I read a lot of people talking about issues with the RAM. I have 4 sticks and took out 1 then tried booting the computer and I cannot seem to find a "faulty" RAM. Is a RAM issue still a possibility for the problem? I personally do not know much about computers, but I figure it is most likely not the RAM as I cannot even get power to my keyboard and mouse even if I change USB, replug it and such.

Help still very appreciated and I am still open to all suggestions!

EDIT 1: Thought I would mention that roughly a week ago, my computer randomly turned off while I was playing a video game. Granted, there was a storm outside, but this leads me to think that there is a potential power supply problem. Can faulty PSU's cause the issues I am currently having?

just some thought's normal'y there is a usb 3 plug on the motherboard too take power and data from the front panel it maybe worth looking inside just too make sure its clipped in properly or just re-clip it in / do you have anything else e.g. a tv or something you could plug in too it to see if you get picture / is the graphics card seated in its slot properly try un-cliping it and putting it back in let me know how you get on

Kinda difficult with opaque description. On startup, the pc should POST first. This is a power on self test. There should be a few seconds where there is results in the top left, and the pc will say "press F2 to enter bios" or something similar. Then screen will blacken and windows startup will happen. It's during POST that the mouse will activate and th e keyboard should at least cycle on/off for a second as part of POST is the pc checking for keyboard errors.

Now, where in all this is the black screen? Do you see POST at all and then windows is just not booting? Is there no keyboard on/off or can't tell? An exact description of exactly what is happening or no would be helpful.

Update 2

Had a buddy of mine take a look at my issue who works at a local computer store and I took my tower with me. He has concluded that its a motherboard issue. As none of the usb ports seem to be responsive, but the fans are spinning. My particular problem was on start up, simply nothing happens. No text of any kind appears, just black screen. Not even a flash of text or anything among those lines, just no sign of life whatsoever. Even if there was text or a page that did indeed pop up, none my usb ports seem to be working, so I would not be able to use the keyboard/mouse. This isnt the first time that the motherboard has failed one me, as this was my second motherboard. Also frustrating as there is longer any production of the particular motherboard, as the second one was a refurbished one. Appreciate your inputs and I will keep looking into the problem.
