CPU Idle temp high

I recently rebuilt my pc by changing the MOBO and CPU, when i started it everything was fine except the fans were really loud and fast and my cpu idle temp is around 45 celcuis.

I have a i7-4770 and a z87-deluxe mobo

How can i lower my temp and reduce the fan sound? I have 4 fans in my pc

When replacing the mobo, did you remove the fans and possibly on reinstall put them in backwards? That will affect cpu temps at idle, if airflow is bunk.

New mobo. Have you done any fan control software? Or still relying on bios values. You might want to look into bios and figure out what duty cycle your fans are at.

Pwm or dcv? 3 pin fans will run 12v constant, no control at all on a pwm only header, or if bios is set to only pwm etc. Some boards will work both analog and pwm fans in a 4 pin header. Some wont. So at 12v, the fans will run constant max speeds. That's assuming they are 3pin.

What are the models of the 4 fans you are using?

All fans are installed correctly, i haven't changed anything in the BIOS mainly because i don't really know what to change, what should i be looking for?

The fan duty cycle settings. Different bios have different places and ways of doing it, but basically you usually get silent, normal and performance although I've seen max and min too. If the fans are set to be always 100% then they'll stay that way until changed by motherboard software or third party software after windows starts.

My fans are quieter now but my cpu temp is still quite high, found out that my fans were really loud because i had applied too much thermal paste, after removing some my fans were quiet but my cpu temp didnt change, could me heatsink me screwed in too hard and be applying too much pressure to my cpu? I only used my hands to screw it in

Do you have a stock CPU cooler, if so i would recommend getting a Hyper 212 EVO or better, if you dont have CPU stock Heatsink then the aftermarket cooler you got is not good enough to run your CPU efficiently and therefore i will also recommend getting a better CPU heatsink that is a Hyper 212 EVO or better and if you cant get a new Hetasink did you overclock if so run the CPU at default settings.

Yes that under what its rated for so you are perfect and even a CPU intensive game like ARMA 3 you should be at around 70 max and that is kinda pushing it but still safe.
