Zotac GTX 950 with Thermaltake 430w PS? Rails Enough?

Been slowly upgrading a prebuilt HP over the years as needed. Put in a GTX 950 a couple of weeks ago for 4K video decoding, however I keep getting random freezing to black screens and distortion out of my headphones. It requires the power button to hard reset the PC.

Power supply is a Thermaltake 430w unit. The rails are as follows:
+3.3V 22A / +5V 18A / +12V1 18A / +12V2 17A / -12V .3A / +5VSB 2.5A

From my research the GTX 950 apparently requires around ~23A on the 12V rail. Since I have two 12V rails, do they combine?

I would also like to note that this PC is NOT used for gaming. It is not stressed/overclocked in any way. The gpu is only used for video decoding. While playing multiple 4k videos and restoring a dozen firefox tabs, the system didn't go over 185w according to my Kill-a-watt. I figured this PS would be fine since I wasn't stressing the GPU at all. Maybe this isn't the case?
