Mid range computer performing really show on desktop and even worse in games.

First of all,sorry if this is the wrong section for posting this.
2nd,my english is not very good so I have to apologise from now.

My computer spectifications are:

Motherboard: Gigabyte GA H110M S2H
PSU:Chieftec Iarena 400W
CPU: I5 6500
GPU: GTX 950 ( gigabyte gtx 950 windforce OC)
RAM: 8GB DDR4 dual channel 1600mhz
SSD: Kingston V300 120gb
Monitor: BenQ xl2411z

Problems: high response time in applications,I can't even scroll the web page without experiencing lag
I bought this computer 3 months ago and it did the same when I bought it but anyway let's say the problems with windows experience will not affect me that match ( it does but whatever) the main
reason I bought this computer was for playing Counter Strike at the highest level available (dumb dreams and stuff,16yold kid, you understand me) but I can't play it,I experience stuttering and lag,the games feels so laggy even tho I have 300 fps constantly,first I thought the problem is the internet, but used my best friend computer to test that and the game runs perfectly on his rig(i3 and gtx 660ti).

I will list here what I tried for diagnostic:

Intel diagnostic tool,it passed the tests without problems.
Used user benchmark and the procesor had 82,2 score where the best had 82,so a really good procesor ...the temps are super fine 29-30 degrees while I listen some music,browsing on internet,and not going above 40 when I am playing games,the max was 60 degrees when i stress tested it.

The only problem I noticed was in furmark,I experienced the same stuttering there as I experience in game, and it was really laggy delivering like 8fps min and 45 max.

i tested the memory with windows memory test and memtest program,test passed

I am super sorry for posting here,I hope someone makes time to help me,I don't know what to do anymore and I hope to fix that
