My 7inch tablet has 2 partitions for storage on my Android 4.4 tablet 1GB and 16GB. My 1GB is full. 16GB has 14GB free. when I try to install new programs, the tablet says storage full. How do I manage this?
You need to change your default home directory for your android so that new apps will be installed on the other storage. I did identically the same with my Android Samsung s5 neo phone when I try to get new apps to my memory card.
It's a bit of problem if you want to install apps to sd card/other partition by default. Try moving existing apps to SD card to free up some space for new apps
Check this guide on how to install apps to sd card by default. You do not need to root your android.

This storage division is very strange, so you must have a very non-standard tablet.
There is no universal solution. Check for "Move-to-SD" application for your tablet.
