New graphics card preventing boot up

So I bought a new graphics card recently, it is:
XFX Core Edition Radeon R7 250 R7-250A-CLF4 2GB
And when I install it into the PCI-E slot, the computer does not boot up to Windows. It turns on, but the monitor gets no signal and I don't hear the Windows boot sound. I've checked to make sure it's fully in place, that the monitor is connected right, and there aren't any options in my bios that help this situation at all. It doesn't change if the card is in but the monitor is connected to the integrated chip.

I have an HP motherboard, not sure of the model, and Corsair 450W CX450M PSU, which is more than enough for the card's 400 minimum requirement and is brand new. I have not been using a graphics card, only integrated Intel HD Graphics, because my old graphics cards are actually worse than it lol
I have tried other cards and they work fine in my computer. I haven't tried the DVI port, but I don't think that's the problem, and I don't have a monitor to test that with.
Any help on this? It's not something I have found an answer to!

The BIOS setting might be under IGP (Integrated Graphics) or Advanced CPU options.

I have looked through the whole list of settings in the BIOS and see nothing of that sort. The only option it gives is to enable or disable the PCI E slot.
