The 750ti is powered only by the PCI Power wich doesnt Need a beefy PSU. But i wouldnt go for a cheap Power Supply, it can ruin your whole PC and maybe even your house as you said. Look for a used Corsair VS/CX, they are pretty cheap new and even cheaper used.
