Is the ability to overclock non-k intel cpu is not present on recent years motherboard or what?

Hello everybody, I'm a bit confused with this, till now I've only familiar with socket 775 motherboard, I've seen a lots of them have the ability to change BCLK and cpu's mutiplier, and can modify any CPU that they are compatible with. But what's happen nowadays? I read the news that the Z170 motherboard lineup have the ability to overclock non-k Intel Skylake processor, and it shouldn't be. So what does that mean? Intel had limited the ability to overclock on K processor only? What about cheap motherboard? Do they still have the ability to OC? i'm really confused.

It is the Bios change with super micro Bios hack on the latest z170 MBs that has enabled none k processors the ability to push up the base clock (BCLK). A CPU’s overall speed is calculated by multiplying the BCLK by the multiplier, so increasing either one will increase the speed of the CPU.
Meaning it’s possible to increase the BCLK without pushing the other buses beyond their limits.

The cons:
You risk damaging the CPU and Intel won’t cover the warranty on Non-K CPUs.

Non-K CPUs automatically have their integrated GPU disabled so you’re also going to need a dedicated graphics card and Intel Advanced Vector Extensions (AVX) performance plummets.

Thanks for replying and the explanation, I knew that, but I want to know that it's possible to overclock any Intel CPU that is non-k by changing BCLK in recent years's motherboard such as H61 gen or later.
