Gaming PC not performing as well as it should be

Basically to some it up my pc is not performing as well as it should be and i can't really seem to narrow down what is causing the problem.

my specs

GPU: MSI GTX 960 4GB

CPU: Intel i5 4460 3.2GHz

16GB ram

1TB hardrive

PSU: 550v

also have 144hz monitor

When playing games like overwatch my FPS jumps from around 20fps to 50fps
and when playing csgo i get around 60fps to 100fps and i'm playing both of these in LOW setting btw.

What i've done

made sure the drivers are up to date
uninstalled the drivers and reinstalled them
been on many different settings and making everything high performance.
scan my PC for viruses
done a clean up on my PC

Please help i just want to be able to play my games! ;(

Your CPU is way too hot - it throttling and that's why you get bad performance.
Possible reason is that CPU cooler is not mounted correctly.
Try to remount it. If you have a thermal paste, re-apply it.
If you don't, still remount the cooler, get the paste and repeat the procedure of remount with new thermal paste.
Keeps us posted on the results.
Try to avoid gaming until you fix it.
In CS:GO you supposed to have well over 100FPS. (1080p)
So there is only one thing left.
What are the CPU and GPU temperatures when you gaming ?
You can use MSI afterburner to monitor temps and frequencies while gaming (you will have those nice graphs to look at)
