Budget : 990$ - 1100$CAD

I want to get a new gaming pc for around my budget. Would like to play games at around 60 fps and do some recording.

Suggest any builds! Thank you!

Solution
I wouldn't say that build does it for "way less". By the time you convert to CAD, you're looking right around $1,000.
The RX480's appear to have problematic power draws, so until the aftermarket cards come out (and hopefully fix the issue), I'm not fully comfortable recommending a 480 - unfortunately, the alternatives cost a bit more.

I'd stick with a 390 for the time being:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($251.55 @ Vuugo)
Motherboard: ASRock H170A-X1/3.1 ATX LGA1151 Motherboard ($89.50 @ Vuugo)
Memory: Kingston HyperX Fury Black 8GB (2 x 4GB) DDR4-2133 Memory ($43.99 @ DirectCanada)
Storage:...

Of course, you can make the call whether you're prepared to deal with some of the RX480 'issues' or not.
