So I'm having an anomaly of a situation, I always assumed it was my RAM that would prevent my PC from starting up, then got a tip a few weeks back to unplug every USB item from my PC then boot, then it would work, which when done would do it. I would check the boot order too even with everything plugged in and it'd still be the same, boot from SSD first. Now I decided to troubleshoot every USB item plugged into my PC. Personally, I thought it would be my capture card, but apparently having a Dualshock 4 plugged into my PC will literally prevent it from booting into Windows 7. I literally cannot figure out why. I also found a reddit post with someone having the same problem.

Can anyone pinpoint why?

Some firmware inside of the controller that might be conflicting with your mobo's chipset. I have the same "issue" with the motherboard in my main desktop PC, but for some weird reason, my old Dell Inspiron m5010 will boot to Windows 7 with the DS4 still plugged in.

I think the simplest solution to this issue is just to unplug your DS4 from your computer everytime you boot up, and then plug it back in when you want to use it again. But if you want an answer on why your computer refuses to boot with the DS4 plugged in, it might be better to ask Sony's tech support or the tech-support forums.
