Can some specific Optiplex Desktop Computers handle 65W Graphics Card

Would it be okay if I use a Graphics Card that has total TDP of 65W like this one right here http://www.newegg.com/Product/Product.aspx?Item=9SIA6ZP3R87916&cm_re=R7_250-_-14-129-297-_-Product#close and add it in one of those Refurbished Dell Optiplex Computers like this one? http://www.newegg.com/Product/Product.aspx?Item=N82E16883159643

Reason why I'm asking this is because I'm not sure if the PCI x16 Express Slot on this Motherboard can even handle 65W. Although some people on the forums are saying that the PCI x16 Express Slot can handle Graphics Card up to 75W without a 6-pin Power Connector

I would not run a gaming class video card on a small form business system. It may work, it may not. I'd spend a bit more and get a tower system with at least a 300 watt power supply. For almost $120 that R7 250 card is a bit overpriced, for that much you can get a GTX 750 Ti which is a lot faster.
