Pc only loads BIOS

I replaced almost all of the parts in my PC, as my old one burned out, and as I turn it on, it constantly boots BIOS. I bought a new mobo, HDD, RAM, and CPU. Please help.

Unfortunately, you won't be able to use the old Windows installation on the new motherboard/CPU, unless the mobo's model is identical to the old one. The operating system is tied to the mobo, so you will need a new genuine Windows install in order to be able to boot successfully. Once you get it, re-install the OS and start from scratch. If you have data on the old HDD that you wish to backup, I'd suggest you use another computer to access it and back it up to an external. Otherwise, the clean install will format the drive and erase all previously stored files on it.
