GPU usage and power not very high

I've noticed that my gpu usage and power are not reaching the typical percentages. I have the power limit set to 120%, but it isn't reaching over 100%. I recorded some gameplay, but have a screenshot of the video with afterburner/rivatuner showing the monitoring. I have my case laid over on it's side with the side panel off, which is why my temp is so low.

It get's near or reaches 100% like once or twice in 5 mins of gameplay, but it used to pretty much stay at or over 100% power and 99% usage. What could be causing this?

Here's a video from the other day where gpu usage stayed at 99%, and power stayed above 90%, but didn't go over 99% eventhough power limit is set to 120%. Why isn't my gpu power staying up?

i3-4160
gtx 970
8gb ddr3 1600
evga 500 b1

See the on-screen display? It will do that when I have GeForce Experience [BETA] and Share/ShadowPlay turned on along with Afternurner and Fraps for like the first 15-20 seconds of gameplay. What's that all about? Maybe I should reinstall my driver.. or maybe those three things don't really run well together.
 
Solution
If you are getting over 95% almost always, you have nothing to worry about. I think it drop to the absolute lowest of 90% for a split second. That's pretty much optimal results.

If you turn off v-sync (assuming it's on), it may do a little better yet. V-sync is going to cause some idle moments.
