Gtx 750ti or gtx 950.my ideal resolution is 720p.Im cool with 30fps or above, should be future proof and im also on tight budget.

Without knowing what system you are putting them in, no way to know what card is better. If you have a low quality or low wattage power supply, the 750 Ti. Of course the faster 950 will run games at higher settings for longer than the 750 Ti.
