Can we fix it? GTX 660

Hi all.
I have in my possession two ECGA GTX660s which I used to run in SLI mode, that I've since upgraded from, the reason being that I believe one of the 660s to be slightly broken. \

Since I'm planning on putting the not broken card in a secondary PC, and I never really tried to fix the broken card (I was happy for an excuse to upgrade lol), I'm now wondering if the broken card is fixable, seeing as two is as good as, if not better than one.

So heres the run down. The first issue I noticed is that the broken card suddenly stopped taking any of the workload while playing games. FPS would hit the floor with GPU 1 maxed out and GPU 2 sitting at around 0 to 2%. switching cards around changed nothing, in this scenario GPU 1 was basically ignored and GPU 2 was treated as primary. Changing settings to the GPU in question in afterburner or precision x had no results. A check in hardware monitor showed that the card was sitting constantly at what I assume is the lowest possible setting ( the only figure sitting in my mind was the voltage which i think sat at 0.95something, could be wrong) which led me to assume that the card was not receiving power correctly.

So the question becomes 1, how far off base is my assumption and 2, is the actual issue fixable by a layman or should I just throw the card out?
