what 500w psu is best?

I am considering getting a evga gtx 950,on a 500w psu that is at a decent price (40-60$).

Specs:
Intel core i-5 4460
8 gb ddr3 ram
Evga gtx 950 2gb sc

You don't need 500W, that would run just fine on a ~350W PSU (although I'm not aware off too many quality, decent priced as low as 350W).

I'd suggest the SeaSonic S12II 430W

This is absolutely not correct. Brand alone is a terrible measure of a quality PSU.

For example, many people 'know' (and therefor trust) a brand like Corsair.
They sell PSUs manufactured to various qualities, from various manufacturers.

A PSU is not a component where you should 'pick a brand' and go from there. The only 'brands' that hold up to that are SeaSonic (who make their own PSUs, all quality) and XFX (who only use SeaSonic as a manufacturer & therefor, quality). Beyond that, known 'brands' have very little to do with anything.
