I think it's a pretty beastly build but i would like to know your opinion. Apart from the other PC parts, do you think I should change the GTX 970 for the 1070?
PS I am actually upgrading my old gaming pc so I have the basics (tower, HDD e.t.c)

No the 212 Evo is an outdated cooler with a poor installation system. People who say that the Hyper 212 Evo and Noctua D14 are the best coolers have not realized that there have been lots of coolers that have come along that are so much better and easier to install. Cryorig's installation system is much easier and I've bought several of these coolers and have not had a single problem with them. If you're just going by store ratings that is never a good way to go about judging parts.

Seeing as the 1070 is better than the Titan x then it would obviously be the better choice than a 970, but only if it is priced adequately where you live. As for the CPU cooler I would go for the cryorg h7, it's smaller and better than the hyper 212 evo, albiet a couple dollars extra.

Man this cooler you suggested me is 2x the price of CM evo. Do you suggest me this cooler because the 212 evo will have problems dealing with the heat? And the 1070 GPU is 200 dollars up.

Your alternative build is pretty good. But, in my build I have 16 gb RAM. Do you think I should buy the 16gb version of what you posted? I mean this one: https://www.amazon.com/Corsair-Vengeance-3000MHz-PC4-24000-Memory/dp/B0134EW7G8

Honestly you can probably get the cheapest 16gb of ddr4 you can within reason. High speed ram doesn't noticeably effect anything unless you have an apu or a server that needs a lot of ram fast, and you have neither. Build looks good, would kill anything at 1080p or even 1440p.
