New GPU and very low FPS !!

My system is as follows

Gigabyte F2A68HM-HD2

AMD A8 6600K

16 GB 1600 MHZ

NEW GPU RX 480

So I had the gtx 660 twin frozr 3 before and could get between 45 and 60 FPS on gta v with high settings.
Then I installed the rx 480 and I only get 30 FPS I have tried lowering settings and installing latest drivers but no luck please help

the gpu usage also fluxuates from 100 percent to 0 a lot while in game

could it be the cpu not being powerful enough

With gpu usage of 0-100%, prolly not. When you did the reinstall of drivers, did you use a freshly downloaded copy or did you use an existing copy. It's not unheard of for dl'd copies to be corrupted in some way, for whatever reason, so reinstalling an old copy is never advisable.I usually dl 2x copies to desktop, if the first shows no signs of fix, I'll redo and use 2nd copy. Also, what software package did you opt for? I've only ever used the Crimson drivers with Amd Overdrive, never having much luck when mixing the Catalyst software into the mix.

is my cpu powerful enough i mean im not hitting 100% more like 90 % or 95 tops on cpu

and i got crimson and the activity line in wattman while in game in zigzagging up to 100 then down to 0 thats not normal is it ?

Not necessarily, a cpu bottleneck is when the processor cannot feed infomation fast enough to the GPU. For example, in skyrim my old FX 8120 simply couldnt keep up with my GTX 970, and resulted in low fps in alot of locations. but the cpu never got high ussage either. The FX 8120's architecture was horrendously inefficient for single core processes, unfortunately, skyrim is VERY single core dependent. I suspect while core usage is high on your CPU, its due to the raw amount of work your CPU has to deal with because your APU is quite low end. (relatively speaking). You likely need a faster CPU to keep up with your RX 480. The RX 480 is about as powerful as a GTX 970, you require a CPU that can keep up with the GTX 970 as a idea of where to look. I can discuss what processors could be useful for you if you want.

Without a complete swap, the 860k with some oc would do it easy enough. The problem with any of those A series is 1/2 the die is gpu, so they loose out on much of the processing power and things like lcache on a standard cpu. Anyways, Decent is correct about the bottlenecking, you'd see the cpu in almost constant high 90's to 100% while the gpu would have some fluctuations depending on game. A weaker gpu would be showing higher numbers than a strong gpu, but the fluctuations would be consistent to what's shown, lower fps during explosions and other intense graphics and higher with simpler views. But not 100-0. At 0% usage, you'd see a black screen as the gpu would basically be shut down, anything shown on screen would require at least some gpu usage. The only thing I can think of is there is a software error and it's simply not reading the gpu correctly. Try different software. Run MSI Kombuster through its entirety of tests. It'll read the fps, temps, etc. If it's a gpu hardware or driver issue, you'll soon see it. You can also check out others results online to Guage your performance. If none have already, your performance should be relatively close to a r9 380 - 390.

Honestly though, if you think about it, during a game scenario, your apu is nowhere near powerful enough to be able to handle a rx480 at 100%, pushed to the very max I can get 99% on my gtx970, with an i7 3770k at 4.60Hz and that's with Metal Gear Solid: V at ultra maxed settings, MXAA and a 4k DSR. Cpu at @ 55%. To get 100% on a rx480 you'd need settings and ability somewhat a lot closer to my cpus ability, and sorry but that apu isn't it.

this is part of a complete pc rebuild btw i amd getting a skylake i7 soon and maybe enother rx 480

I'd say so lol. I like msi Kombuster if for nothing else than that. You'll always find others who use it to track their own OC , to see improvements etc as well as stability issues. But the fact that you just beat the pants off an r9 390 is still very encouraging

No one realized that he had better performance with the old card, that means the CPU can "keep up" to that point, if you have WORSE performance then it isn't a CPU issue. Have you changed any settings in-game?

i just ran all the same settings in gta v as i did before and i used to get 45 to 60 now its like 30 to 45

CPU should be as good as before, an update to the game or something messed up the performance maybe or it's just a GPU hardware/driver issue, can you monitor CPU and GPU utilization % while gaming? I mean not just 2 minutes but a bit more, use the game windowed so you can have the monitoring software right there in the screen and see the real-time results.

Another thing, you mentioned GPU power lane in wattman going up and down, can you check this also while running the game? this isn't normal, the GPU should be consuming power all the time when you are using the game.
