Downloads keep stopping at 30-100MB

For the past week, I've had this problem where my downloads on the browser seems to stop prematurely. I cannot download anything beyond 200MB most of the time anymore. There are rare cases when I can reach 300-600MB, or fail right out the gate within 1-20MB. I've done lots of troubleshooting and am wondering if this is related to my DSL provider, Verizon. I tried the following:

1. Different browsers. (Firefox, Opera, IE, Chrome)
2. Different computer
3. Turn off Avast Anti-Virus
4. Clear Cache and Cookies
5. System Restore (Windows 7)
6. NetLimiter to lower speed
7. Safe Mode and Malwarebytes Scan = Clean
8. Safe Mode w/ Networking.

A few things to note
-I can stream videos just fine.
-My internet is still connected when the download fails.
-No problems when downloading through apps like Steam.

Anything through my browser though is just stopping. I called my isp and the guy couldn't pinpoint it either. I might give them another call if the problem persists longer. Suggestions or possible explanations anyone?

not sure but a temporary solution until you pinpoint it could be a download manager like this ..
