In the BIOS everything works fine and is detected but when windows boots nothing works at all. I can't log in or do anything past look at the lock screen. This is a brand new build that had a million and a half struggles but it shouldn't be a power surge because it work in the BIOS? I'm completely lost at this point and just want to play some overwatch. If anyone can help at all I'll be extremely appreciative.
 
Solution
It's certainly possible your ports or devices are busted and stuck in low power mode. Try:
1) Reset CMOS by removing the battery and waiting a bit with the system unplugged
2) Wait for polyfuses to reset, might take a day or two. Not like you can use the system anyway
3) Test the peripherals elsewhere and different peripherals on your system
4) Try using a linux livedisk

If none work, it's likely serious motherboard damage.

Any way, make sure you get a proper surge protection device next time!
