Hey guys. I have a pc that is 9 years old. Intel Q6600, 4 gb ram DDR2, and GTS 250 NVIDIA.
I saved enough money to buy a gaming pc. Im not that hardcore gamer but i want to play games like Dying Light and some new games for example GTA V ( I dont really care if the options are on ultra or Low.) I want to get 60 fps + and without having a problem with the options as i said. The pc i had has kept me so many years with no issues on games (Except new ones ofc)

Any suggestions would be appreciated :)

Add 150 euros for the GPU. You can wait a month or so and see if the GTX 960 price drops as it should, with the new GPU releases. I would not recommend going any lower that that on a new system, better keep saving money as the prices go down. You could downgrade the PSU to a 80+ bronze, if there is a huge price difference and your power supply is stable.

EDIT: Noticed the GTX 960 I picked in the list is 4GB, avoid the 4GB models. Go with a GTX 960 2GB or an equivalent GPU, like AMD R9 380 or AMD R9 380X.
