The value of GPU's is horrible below $100. They mostly become useless for gaming.

The RX-480 is over $200 but (when prices stabilize) should end up about 4X the performance for 2X the cost of a GTX950 (go higher than an RX-480 and the value goes the other way... so the RX-480 is the "sweet spot" for value... or again, WILL be once prices are fine.

*The RX-470 may be the best choice when it comes out. if it costs about $150USD for example and gets 85% the performance of the RX-480.

i3 6100 is the best Budget CPU on the market would easily let you play better then how a console does, but the graphics card is a bit lacking ...

Alternative graphics cards are:
RX 480 - 230$ (Non-reference designs on the way..)
Gtx 970 (Used for about 200$ and new 260$)
Gtx 1060 (Not yet launched but should within a week)

Your best bet is to get everything except the graphics card and after one week later get the graphics card when its out.
 
It's not a simple answer, but in general I'd say no.

Also, most people are aiming for 60FPS on PC, but the same game may be 30FPS on console.

Someone asked this before for the exact same scenario and when I investigated it turned out that even at 30FPS on both systems there were games that looked better on the PS4.

So...
I guess my best advice for you is to try to budget for a better graphics card.

I recommend a GTX950 or better.

The R7-360 is slower than a GTX750Ti.
