CPU not working or something

So today my Intel Q6700 arrived. I installed it on my grandmother's computer without any problems until I tried to turn the PC on. When I pressed the power button, the motherboard light would turn on, and the Cpu and Gpu fan would spin, but the Cpu fan would sound like a jet engine. Plus, nothing would display. The previous processor she was using was an Intel E8500. (Not overclocked) Here is everything I tried but with no results:

- Changed Power Supplies (Did not fix anything.)

-Moving and removing RAM sticks (Did not fix anything)

-Changed Hard drives (Did not fix anything)

-Re-seating the GPU (Did not fix anything)

-Removed the CMOS battery for 5 minutes (Did not fix anything)

But the funny thing is, when I put the E8500 back in the whole PC acted normally. Currently I believe the processor isn't working, but I thought I would check here before returning it to Amazon.
And yes, I did put thermal paste on. Thanks for answers in advanced!
