Cpu speed locked at low speed

Well i have a problem with my cpu. Its locked at .78 ghz when it can go up to 3.4, Even if i play games or do anything it just stays at that speed. what should i do?

I need to know the specs of the machine. Was it manufactured (Dell, HP, Lenovo, etc) or was it a home built system? If it was manufactured then I need to know the model. If it's home built then I need to know the motherboard, CPU, CPU cooler, case fan setup, and power supply.

If you have a program that tells you CPU temperature, please list your CPU temperature while idle (sitting at the desktop), while browsing text based websites (no videos or games), and finally while playing games. I feel like this may be a heat issue.

i have the same problem! it just happen today
idk how to fix it, the thermal throtting is what everybody is saying but my temps are all very normal temps

I still need to know your specs. I can't help you if I don't know the specifics about your machine.

It could also be throttling because of power delivery issues, or a power limit that's set in BIOS... In order to figure out your problem, I need information about your machine.
