Is my memory usage to high

My computer has 8gb ram and on idle is using 17% on idle and 25 to 30 whenbim playing a game or is on load. But I do have like 32 programs running in the background is this normal please help

EDIT: Sorry didnt read it correctly its totally fine on avg my pc stays a 30% while i am typing this. and nothing else really open.
