svchost.exe make my CPU work at 25% even if nothing run in my pc

First of all sorry about my english, i try to describe the problem the best i can.
I use the program speedfan to control my fans speed and i found something strange. Even if i close all the programs in my computer the cpu working at 25%. With some research in google i found that svchost.exe sometimes make that thing. Some times they say is malware some other times is a service that run and should be closed. When i see that CPU is work at 25% even if i close all the programs i press ctrl + alt + del and i see that the amount of memory that svchost.exe took is 1 giga+. When i close svchost.exe then that thing stop happens but most important services stop to run so my computer become unstable.
I give you two pictures with the services that run in svchost.exe when the problem happens if that help you to tell me wich one of them cause the problem.
I appreciate any help or any idea about why that happens. Now it make my CPU work at 25% all the time even i do nothing.

Yes i format my hard disk before few days.

My windows version is windows 7 x64.
CPU model AMD phenom II X4 955 3.20GHz

I format my computer two times when i find the problem. Is the windows update service that cause the problem? If yes i should keep it run and in some days is gonna stop alone or i should force stop it?

You are right. The problem is windows update. I try to use the updater from the link that you give me but nothing happens. It stuck in search for updates screen. I try the manual updater from my windows and again the same thing. I wait for hours and nothing happens.

PS: After i try a script that reset the updates and a tool that fix the windows updates i try again to install the updates and everything works find. Thanks for your help. Now everything works fine.

After more research i find something else. When i finish the windows update the problem fixes for a while but after few hours it come back. I make some more research in google and i find that some people have the same problem because they do not install the usb 3.0 drivers. After i install usb 3.0 drivers the problem solved completely and everything run smooth again, so if someone of you have the same problem with me and windows update do not fix the problem try to install or update the usb 3.0 drivers. It works for me.
