i5 4460 still @3.2ghz when turbo boost is on

I've made sure that turbo is enabled in the bios settings but the CPU still always seems to be at 3.2 It's fairly new and I've no idea why it isn't going up further

It depends on how many cores are loaded, Intel CPUs have lower limits for turbo boost based on the number of cores that are loaded. Generally it's - 0.1 ver core. So if your max turbo boost is 3.4 for 1 core, it would be 3.3 for 2 cores and 3.2 for 3 cores and 3.1 for 4 cores. Now the 4460 was a base frequency of 3.2 so it's not going to fall below that.

Try doing something like running Prime95 using only one thread to check.

Run Prime95 while you have something like HWMonitor open to get a reading on the speed. I don't think Windows always gives an accurate reading. If it's still not working, try (carefully) updating your BIOS. I had this issue with my 3770k before I updated to the latest BIOS.
