GPU Usage dips causing framerate drops.

I have been having some issues with FPS dips that normally do not happen on my 970. I downloaded MSI afterburner, and noticed that my framerate drops significantly when my GPU usage dips. My GPU usage will periodically dip to 60-70%, and cause my FPS to drop to as low as 35 frames. What could be causing this?

I have attached screenshots of my MSI afterburner logs after playing Witcher 3 for 2 minutes. I was walking around near a small village, so nothing that should be too graphically intense.

While looking at the logs, It seems that @11:54:34 - 11:54:38, Power %, GPU Usage %, FPS, and CPU1, 2, 3, and 4 all correlate. There are many more instances of this, but I just picked one timeframe.

From 11:54:34-11:54:37:
CPU1-4 all drop, and slowly rise back up to 98% at 37s
Power % drops to 74% then rises back to 94%
GPU % stays unaffected, at 99%
FPS is unaffected

@11:54:38
CPU1-4 all jump to 98-99% and stay that way for awhile.
Power % drops to 72%, then rises back up to 90%
GPU % drops to 49%, then slowly rises back up over a few seconds
FPS goes to shit.

This is just one instance of severe FPS drops. If there is any way I can upload this log so you can look at it yourself, let me know. I couldn't figure it out.

My Specs:
MSI GTX 970
i5 4690k
MSI z87m
8gb ram @ 1600mhz cas 10

Any advice or information would be much appreciated!

Wow, you're definitely onto something here. I just restarted my computer, and then started Witcher 3 up again. It didn't start to lag until AFTER the pagefile reached maximum. I tried going into the settings and changing this value, as I read online that it should be about 2x the size of your ram, but it seems to be stuck at 8192 in MSI Afterburner.

Here is a screenshot of my RAM usage. It seems like Witcher 3 is using almost all of it.

Furthermore, there seems to be a TON of ram usage that isn't being displayed in task manager.

I have plenty of free space right now, I just restored my computer so I've got well over 90gb on that SSD. I think it might have something to do with memory leaks. My system is showing 40% RAM usage and 28% CPU usage on idle, as can be seen in the screenshot below. The memory in those processes does not add up to 39% physical memory.

I also don't notice too abnormal CPU usage. When playing games it rarely goes to 100%, the only abnormal usage I see is 25ish percent is always being used when idling. Also, I already addressed the memory leakage issues with killer network manager, and got the latest version, but I think there might be another issue.
 
Well, assuming you have cheacked and have a clean system, your solution is quite simple and consists of something youu have to do anyway as a gamer: upgrade to Windows 10. This also consist of a windows refresh but your stuff and app will stay where they are. It's vastly superiour OS anyway, and a must for any gamer as DX12 is exclusive to it. Plus, the free upgrade offer ends on the 29th of July, so, the sooner the better.

If you do not have the "upgrade to 10" crap in your system tray download the Media Creation Tool from here: https://www.microsoft.com/en-us/software-download/windows10/ run it and select upgrade now.

Just want to update anyone who comes to this thread looking for answers: the culprit was windows updater. I had just done a clean install of windows, and had only installed up to windows SP1. Apparently there were memory leak issues with the svchost service that were addressed in future updates of windows. After fully upgrading to the most recent version, I no longer have issues.

I'm glad it's solved. As you see, W7 was the culprit after all, so upgrading WOULD have solved you issues like i said. You will have no such issue with W10. I wholeheartedly recommend that you upgrade anyway. W7 is a 7 years old os and it IS showing it's age. PLus, you do want to play DX12 games when the come out, don't you? It's a no-brainer while it's still free.
Don't be fooled by all teh crap you see online. W10 is an excellent OS, and many moderators over here, some of whom are sys admins and manage large numbers of systems, will confirm this.
