Best GPU for 1080p 60Hz Gaming

I'm looking to build my first gaming desktop and I want to know what the best GPU is for 1080p 60Hz monitor. I want to be able to play The Witcher 3 in High-Ultra Graphics without breaking the bank. I've been looking at the 970 vs the 1070 and I wanted to get a professional opinion on what I should look into.

If you wanted a comparision between the 1070 and 970, here it is (all FPS are in average):
Doom 3 @ Ultra Settings 1080P: 970 = 101FPS 1070= 114FPS
Mordor @ Ultra Settings 1080P: 970=81FPS 1070= 120FPS
The Division @ Ultra Settings 1080P: 970=70FPS 1070=106FPS.
As you can see, there is a correlation saying that the 1070 outperforms the 970, so if I were you, 1070.

Dude honestly I think that 1070 is overkill for 1080p 60 hz I think for 60 hz you should take a 380 or so just to let you know I recently bought a 950 and paired it with an i3 6300 and I play every single game over 45 fps 1080p high settings... We all know that high has absolutely no difference with very high/ultra ... So yeah I think that an i5 6500( the best value processor) with a 380 will play every game high-very high with over 60 frames
