My computer keeps freezing and makes this loud screeching noise sometimes

I will be on my computer doing normal things, and it will just freeze. I got a new graphics card, new mother bored, new CPU, and a new hard drive. I tried plugging it in into different outlets to see if that was the problem, I ran virus programs and other testing software. I had windows 7 before but the people who built the computer for me put windows 10 on the new hard drive because I wanted it and said it would be better to add it fresh. They ran tests to see if it was my Windows 10 messing it up and said their tests showed no bugs or errors. I had steam and a few other programs on my older hard drives and I would run them from my older drives and I am not sure if that is the problem or not. I do not know what else to try to resolve this problem. Please help, thank you.

HDDs could make screeching sounds. It may be a good ide to back up the data stored on the drive until you sort this out.

So you have changed SATA ports right? It may be a good idea to attach the drive with different power and SATA cables as well.
Have you tested the drive? Here are some tools that you can use: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility

In case the tests results show that the drive is in a healthy state, you need to open up the computer case and try to locate where exactly the sound comes from.
