HDD keeps booting instead of newly installed SSD

Hello guys, I just installed my new Samsung SSD and whenever I boot; it keeps booting from the HDD instead. I have swapped the boot order but it still boots from the HDD even though the SSD was set as priority. I tried unplugging the HDD and booting but it tells me to insert a boot drive. So I have ran out of ideas, help would be appreciated!

I believe @iXeon is right! You should definitely check if you have installed the OS onto the SSD properly and see if all the things he mentioned are up-to-date and properly set. To avoid any OS confusion, though, make sure you unplug the HDD from the motherboard while installing Windows on the SSD.
Either way, backup all your data somewhere off-site before you start tampering with the storage again. This is the safest way to avoid any potential data loss.

is there any OS on the SSD? because if there's not a OS on it although it's the first priority it will be checked and once that it realize that there's nothing to boot from it automatically run into the second order boot device.
and make sure that the SATA mode is set in AHCI (you can find it in boot options) , in some cases that could cause the SSD not to be booted.
make sure that the SSD have the latest firmware update.
change the power cord that is connected to the SSD.
