Gtx 760 i7 50 fps cs go

Hey guys, I have been trying to fix my friends pc on and off for a couple of weeks and am stuck as to what is causing the problem. He gets a fluctuating 35-90 fps when playing cs go. On low settings...
Max fps is 300.
Cs go is the only game where this happens. He gets around 10 percent gpu usage, as opposed to 80+
I set the graphics settings to performance to no avail.

The problem can be fixed by either re installing nvidia drivers or realtek drivers getting 230+ fps, but this fix only works until the pc is turned off. Once restarted the problem persists.

the gpu is not over heating hitting around 60 degrees celcius while the cpu is around 50.
It also isnt being caused by windows 10 as the problem occured on windows 7

His build
i7 4770, gtx 760, asrock h97 performance,16gb ram 730 be quiet psu, 1tb wd hard drive, windows 10

I have deleted and reinstalled cs go to no avail. I will be putting my own r9 290 into the pc to see what happens. Updated motherboard drivers which made no difference

so basically i think it has something to do with start up, and disabled pretty much everything useless in taskmanager.
Nothing other than the driver re download has yeilded any results

Hey so if anyone has a similar issue i found out that the driver update wasnt fixing temporarly, it was the pc restart. yeah. If you have a tp link wireless card remove the drivers and see what happens. Worked for me on windows 10
