high end computer starts lagging on every game and video

my computer is custom built for gaming, never had any problem with lag on even the newest tripple A games on ultra settings, never broke a sweat. now it lags about every 2 seconds on every game or video played. iv been looking everywhere online and have tried everything short of installing a new os. all drivers are up to date, temp staying in the normal range, no virus or malware, cccleaned, ran cpu-z and gpu-z and everything is running fine. internet connection is blazing fast and im running a GeForce GTX 560 Ti with an AMD FX-8120 (8core) with 16GB of ram. im losing my mind here, please help. Edit: iv also cleaned the case and all fans of dust, as well as adjusted my fan speeds and temp thresholds even though i stay within 50-60 C.

I know it might seem like you have checked everything but with proper testing/monitoring you should be able to figure out whats causing lag. Temperatures aside, when you're in a game/video lagging what is your CPU, HDD and network doing in the task mananger? are any of them maxing out (100%)? You say you have blazing fast internet, what is your PC actually speedtesting at? Does your GPU support the native resolution of your monitor? What settings at what resolution are you actually trying to pull off with that 560? I'm running a GTX 960 SCC on a 6700K and its a 1080P medium settings card at best.

nothing going more than 5% in task manager, speed test is 112.63MBps down and 11.73MBps up. i am using one tick under the recommended resolution to make the image fit my screen and settings are irrelevant as i have been playing these games for years at max with 0 lag and the problem started just a few days ago, on every game or video, including puny 8bit games.
Edit: i just ran fraps in a low intensity steam game and fraps does not read any lag going on, but it is a consistent every other frame hiccup.

Seems strange man... Whats your power supply doing? Have you ran a test on that to make sure its consistently putting out the voltage while your systems under load?

welp guys, i feel like a total dingus. after trying everything i could find online and working for 4 full days to resolve this issue, i have finally found the problem. my HDMI cable was a little loose. Thanks for all the help guys, now brb, going kill self.
