Internet disconnects every 5 - 10 minutes

My internet disconnects for a few seconds every 5-10 minutes and I am unable to watch YouTube videos because it stops buffering and then suddenly buffers a lot. I did a few pings to my default gateway and sometimes it's stable but sometimes it switches between low and high pings.

The pings to the router are at least 15x what should be expected from them (<1 ms).
I've noticed when I try to open a page the ping suddenly spikes up to ~100 ms to the router.
This only happens sometimes.

We have a DPC3848v from Shaw, and I think it might be because of the router modem that the ping is odd and the disconnects.

Sometimes the internet is very, very slow (0.10 mbps), usually 35 mbps, but the ping is perfectly fine

When I restart the modem router, the disconnects go away for an hour or two but then come back.

I believe this is a modem router problem / ISP problem / neighboorhood problem because it happens on all clients in my home
