Why do I experience lag under 10 FPS.

Your CPU is old but not bad. With a decent GPU it could run several new games. Judging by the specs on the HP site though, you either have a NVIDIA 9500GS or even worse, an onboard Intel 3100. The 9500 is better than the 3100 but both are pretty weak by today's standards.

I would suggest the following:

Choose one of the games that has the fps problem. Set it to low graphics settings and try playing. If you have no issues, maybe the cause is the GPU not having enough memory for certain parts of the game in higher resolution/settings. Also, if your GPU uses system memory (more likely if you have the 3100), then check to see if it can get as much as it can. There should be a BIOS setting for the maximum shared memory the GPU can have.

Keep in mind also, that if you indeed have a GPU that uses system memory, that's one more disadvantage as system RAM is usually a lot slower than dedicated VRAM on the graphics card.

All of the games have the problem,

Sometimes i am playing then after 10 min i start to lag,

sometimes i dont lag at all, Usually i lag and its been really annoying going from 50 -2 fps.

The lower settings didn't help

Im not really gaming, only playing thoes free games like war thunder and world of war ships,

the GPU usage was around 35-40 when i wasn't lagging for the 10 mins then the usage was around 20-30 when i was lagging
 
check your thermals as it sounds like something is throttling,
as its an old system the thermal paste may be degrading on the cpu (takes about 5 years and starts going gritty) if thats the case just remove the cooler, clean off the old paste using tim remover and a lint free cloth (a coffee filter also works well).

re-apply new paste and refit the cooler after making sure you clean any dust from the fan and heatsync.

hopefully that will sort the issue.

arctic mx-2 or mx-4 is good cheap paste.
stay clear of akasas (found in pc world)

Is it possible to mess up at all?

Don't take it to BestBuy. I wouldn't trust those clowns to screw in a lightbulb.
 
yes its possible to mess up but fairly unlikely even for the beginner.

but after watching a couple of youtube vids even the most inexperienced user can change his thermal paste.
it requires the removal of 1 fan header and depending on the cpu cooler used. either a thumb or screwdriver to remove the heatsync locking mechanism
you wont be removing the cpu so theres next to no chance of damaging that due to mishandling.

and the cooler removal itself is just a simple unclip or unscrew the corners and lift off.

clean with the appropriate amount of tim, re-apply a pea size amount to the center of the cpu, put the cooler back on top and lock it down.
connect the fan header and job done... it should take less than 10 mins total. (even if you havent done it before)

so no mate i wouldnt recommend you take it to bestbuy, they will overcharge you for something that is very simple and straight forward to do.

In order to know if you need thermal paste, you need to look at your temperatures. without knowing your temps. you're guessing.
You didn't say whether you have thermal paste on your CPU??? Yo do need it

Thermal paste helps keep your CPU cool. That's why I asked about temperatures. Without knowing what the temperatures are, then you can't determine if you have a heat related issue. You ran out and got thermal paste without knowing if that was your problem.

Yea i know, the other month ago i used speedfan or something to check my temps and it said it was at like around 100C but then found out its a bug. Should a checked the temps with something else but instead i rushed in to do my first thing inside a PC XD

To make my temps more accurate i played a bit of world of war ships, Gawd damn i just watch my gpu temps go from 82C to 114C with fans at %100 i started to lag at the 114C spot. (Damn speed fan was right)
I only run the game,spotify and a few chrome tasks open

When i was applying the thermal paste yesterday i noticed that i had 4 fans, one on the heatsink, one on the top and bottom of the back of the PC and one on the graphics card. I dont think the fan on it is working, How can i check?

I am wondering, since sometimes the lag issue doesn't work, maybe sometimes its working and it needs a boost?
 
not a lot you can do... as it would require dismantling the card to get at the fans spindle to lubricate its spindle. other than that you could look for a replacement fan but that would be like hens teeth to find.
the best option is a new gpu mate. you could go for an ultra cheap end 1 like the 720 and still get more perfomance then the 9500 gave you. but honestly the 750ti is so much more card for not a lot more money.... you can even pick up a used 1 for around 50
