PSU Possibly dead?

I have recently had boot problems, and it was gettin worse every time I booted up the pc.
And today I tested my with the paperclip method. My PSU is RM 850 from Corsair.
When I plugged in the power, and clicky noise came, and nothing happened, But when I turned off the PSU another clicky noise came and the fan started to spin at a very low RPM for like 2-3 sec. And this keeps happening.

Does this mean my PSU is dead? or is the zero fan mode screwing up the test?'

UPDATE:
I contacted Corsair personally. And their answer was: "Seems like everything is running correctly if your fans were running with the adapter."
 
Solution
1. If your system won't start i.e. won't turn on at all. I would 'breadboard' it. That means remove the motherboard and run it independently of the case with just the CPU+cooler, RAM and a single monitor plugged into onboard graphics (if you have it). This eliminates a lot of other causes like shorts in the case etc.
2. If you're getting no display but the motherboard has power and are using a discreet GPU, then try removing it and using onboard (if you have them). If your system runs fine with the onboard GPU then you're back to testing if there is a fault with the GPU, motherboard or PSU. Normally the easiest test after that is trying your GPU in another PC and working from there.

Update:
I bought a 2/3 pin case fan connector to Molex adapter, and connected to of my case fans(12V) to the PSU.
The PSU fan didn't turn on(my PSU has Zero fan mode), but both of my case fans where spinning constantly.
My PSU fan will only turn on after reaching 40% load.

Does this mean my PSU is still working?

If you have a PSU with a fan that doesn't spin under low loads then I wouldn't expect the fan to spin under no load/virtually no load. If the PSU is capable of powering the case fans then it is certainly not totally dead. What are the boot problems you're actually having and why did they make you suspect the PSU is the fault?

My monitors wouldn't get any signals, and I had to reboot several times for them to get a signal. And when they got a signal, I could use the pc under 100% load, stresstest and gaming without problems. And this lasted for 2 months, it got worse for every boot, and now it simply does not boot. I have tried all the options(clearing CMOS, checking all cables and etc.)
There isn't anything wrong with my monitors, bc when I connect my laptop to the monitor it works.

I checked my GPU and RAM with my brothers pc. And there was no problem with them, my brothers PC booted like it should and there wasn't any errors.
I have also checked with the onboards graphics(pluggin monitor directly into MOBO, without GPU), and that didn't help at all.
And I contacted Corsair, and from my results I had gotten from the paperclip test, everything should be fine.

The PSU is one of the only components I dont have much knowledge on. And by a quick google search I don't think I would be able to answer your question, since I don't own any electrical equiqment and a lack of knowledge.
However I did find the power specs of the RM 850, I don't know if this helps any way.

Will I need to use memtest86 eventho, I have used them in a different pc without problems(boot to desktop, 0 errors, and they showed up in the BIOS).

And I have checked my hdd health about 1 month ago, and I had about 25 reallocated sector count(The HDD is a almost 6 year old, I was planning on replacing it), and the health scan in HD Tune had 0 errors.
EDIT: I connected my HDD via USB adapter to my laptop, and it doesn't show up as an HDD but as an empty CD/DVD reader

I'm not sure if I understand what you mean, but correct me if im wrong.
Connect my HDD to a computer and clone the OS onto a different HDD and try.
But I can't get access to my old HDD, since it shows up as an empty CD/DVD reader.
