GTX 1080 msi afterburner power target (%)

Ok so i decided to reinstall windows earlier today and before reinstalling i could move the power target to 120%. Now i can only move the slider to 107%... I installed the exact same afterburner version, im confused why cant i get 120%?

i did do something different compared to before with the cards driver... the first time i used the disk that came with the card and installed MSI gaming app to set the card to OC mode from gaming mode. this time i didnt use the disk, instead i downloaded a vbios bat file from msi website to change from gaming mode to oc mode with a cmd window so i didnt have to use the gaming app... do you think thats why?

ok so i redownloaded the vbios batfile and reversed it back to gaming mode with the cmd window and installed the gaming app with the disk and put it to OC mode, now i have 121 power target again :) thanks for you help
