High CPU usage even at browsing

So I have a 4 core 3.4Ghz amd athlon x4 750k processor with 212 evo cooling. Like a month before I started to get very high pings in game so I reported it to my internet provider he tested it and told its very good (I had 5ms) Than later truh teamviewer he made tests (because he wanted to see if the problem is on my side) he pinged like 1000+ times some IPs and I had a good ping except when my CPU jumped up to 80%+ usage, I had like 140ms. So today I was watching my cpu usage in taskbar and only when I was browsing Jumped up to 50% usage and in game i had 80-90%, adn I think my CPU is causing my high ping avg tem is between 50-75 celsius, So m question is what causing that high usage and if its affecting my ping . I have Win8.1 Pro but I tried it with win 10 and Win7 also and even with different HDD and every time I got high usage, so Its my CPU broken? I dont think Its overheating cause Im using nearly 7th month the 212 evo!

Looking at this, Id recommend you to reseat the 212 Evo with a new fresh coat of thermal paste. Make sure its not too thin or thick. You can clean the grease using isopropyl alcohol or the cloth included with the thermal paste.

AMD cpus tend to have lower thermal wall, usually around 62-70C.
Get temps below that, you're all good.

It might be caused by bloatware/spamware inside your PC/OS that's utilizing your resources.
As per weberdarren97 said, you can try some alternatives by disabling programs in Startup tab in Task Manager in WIndows 8.1/10, just leave the audio driver, and the graphics driver enabled. Sometimes its the Windows Defender messing up with the PC itself, I had the same issue too except its choking my storage HDD.
 


I actually found a way to prevent that from ever happening again... But unfortunately it requires extensive knowledge of programming and the ability to reverse engineer Windows... Whoopsies.

Anyways, I got it to work on 10, never tried it on 8.1.

I've since then had to reinstall on my personal machine because my cousin downloaded a virus that crapped all over everything. So I no longer have the code to do it, and I'm not sure it's legal either. I don't feel like going through all that work again, so I disabled Windows Defender and am using Avast as the active scanner and Malwarebytes as the passive scanner.

I've disabled it using Group Policy Editor, and it doesnt choke my HDD anymore, but alternatively I installed the Malwarebytes AV.

Thanks! The profile picture came from one of my fav anime series.

I do weekly scans, since my friends thumbdrive/external storage carries over viruses from their laptops, and i wanted to keep the PC squeaky clean :D

According to your screenshot, you have plenty of programs running at all times. Please disable all startup objects except for "Radeon Settings: Host Application" then restart and see if that helps.

I replaced 3x the thermal paste in last few days....I know I pasted it right because I was using my 212 evo like 7th month now and until this month I didnt had any problmes. Maybe I will call a professional so he looks into my pc and if the thermal paste is wrong applied let him fix!

No problem. I actually don't have much work these days because I pay others to do it for me (I am the founder and CEO of Darren's Digital World). So I spend more time online these days.

The only real times that I have work (other than online) is when a client brings in a server or something that my employees are not trained to work on.
