Safe to reuse old heat sink on Motherboard VRMS?

Would it be safe to take an old heatsink and cut it to size of VRMS and place it on them without thermal pads? Was also looking to throw a fan on top as well

Since surface mount parts may not be perfectly level the thermal pads are generally recommended since they can eat any height difference and also do not conduct electricity.

Short answer is yes CAN do it, but take care to make sure all the transistors are touching the heatsink and not anything else. A small it of thermal past should be used to help the heat transfer(here is another thing that you do not want all over and thus thermal pads are normally used.).

Surface mounted transistors also use the board as a heatsink so just a fan over that area can help quite a bit. Some users cool the back of the board as well since the heat transfers rather well because of the large copper areas on and in the board.

If I put a fan over the area, should i direct the air away or to the vrms? And If I put it on the back of the motherboard should i direct the air to or away the area
