I recently built a PC.
Specs:
i5 6600k
Msi z170a Gaming Pro
GTX 460 overclocked
8G DDR4
Liquid cooling
730W PSU

My ram is still being shipped, so i was wondering, is this good enough to record games?
I'm mostly asking for like CSGO at 1080 and or maybe some other games at a good fps.
If not, what do i need to upgrade. I'm not on the best budget rn. Thanks :)

Solution
On CS:GO, most indefinitely, but in the near future, I would upgrade to a RX 480/1070+ (maybe 1060). That GPU is holding back everything you have.

+1 on this, that 460 has got to go. If you are on a tight budget consider buying a second hand GPU on craigslist. You can get a GTX 960 for pretty cheap, $100- $130

Adding an RX 480 wouldn't be an issue just because of your Intel CPU. The 480 would be a good choice.

I'd wait until the 19th for the 1060 though, that is little faster than a 980 according to NVIDIA, and will only cost about $50 more than the RX 480. Also that will mean you will be able to use NVIDIA SHadowplay.
