Lag in some steam games on external hdd

So i've been using a Seagate 5tb external to run my steam games off for about a month. Before that i was doing it off of a Toshiba 1tb external.
In the past week I've been playing Dying Light and played 38 per cent into the story with no hiccups.

A few days ago I started having freezing issues and looked for answers on the steam forum to no avail. So I tried changing the priority of the process and that didn't work.

Restarting the computer fixed it and played a few coop sessions with no issues. Then it got worse. Load times increased and the freezing increased to a point where the game was unplayable.

So I played another game. Signs of Life which is 2d and I played for 40 plus hours in the past. I started getting minor freezes in this game too. I tried moving both game folders to my SSD and running them off of there. Still had the lag/freezing issues.

I recently reinstalled win 7 on this pc with no updates because of problems with my external(happened just after the Dying Light issues; drive would not show up, used usbdeview to fix this).

Before I reinstalled windows and after I did also I was able to run DOOM 2016 on ultra, no lag, stuttering or freezing.

Today I moved my games folder from my external (700+ GB) and uninstalled steam completely and did a clean install to the external then moved my games back. This gave a small increase in performance but the problem is still there.

I am currently stumped. My pc has an i5 2.8Ghz cpu, 8GB RAM and a Geforce GTX 970 it is also a mini atx mobo. If you can be of assistance I will be in your debt.
