Low gpu usage which suddenly goes up

Hello guys !
here's my config
gpu : gtx 770
cpu : i7 4770 @ 3.4 ghz
ram : only one 8192 mb
i also have a dual screen.
I've something really strange happening in all my games.

here's the thing. i constantly have a chrome window opened on my second screen and a Game running on my first screen.
i'm aware that having a dual screen can cause some bad performances. but this is not the case.

the game i'm running (blade and soul) is demanding, but i can make it run to 120 constant fps. HOWEVER it doesnt happen all the time.
i mean i know that i could have some drops, around 100 fps but the thing is i did an experiments :

i went in a town crowded of people (where i can usually get 120fps) with some youtube video running on my second screen.

i launched msi afterburner to see some gpu/cpu usage. (Temp was all around 50/60°C)

well, for a while :
CPU : 75/80 % usage
GPU : 25/30 % usage

fps : around 30/50 (moreover, extremely laggy like frame warp o,o micro-freeze)

i was doing NOTHING on the game,just standing still, while watching the videos on youtube.

and then, by MAGIC :
CPU : went down to 30% usage
GPU : Jumped to 60/70% usage
(which allowed me to get a FIX 120fps (the game cap it)

it was like inverted, like my GPU decided suddenly to WORK a bit...

it happens in all my game, and i don't know why. it's like my cpu THROTTLE my gpu and suddenly it disappear.
my GPU drivers are updated
my cpu cores are unparked

ps : i often have this problem on Guild wars 2
i don't get why my gpu usage is low like this :s

EDIT : apprently youtube on chrome is fucking me up... when i close it, i get all my frame back...apparently it's all the videos with 60 fps

(i've got a screen my main screen (game) 144 hz and the second one where i browse internet on 60hz)

This totally fixed it !
i read somewhere that chrome is using a vp9 codec which is not that good.

the codec is very good, the problem is only the most recent hardware has hardware acceleration for it. By forcing Chrome to use the old standards, you stop forcing the CPU to do the heavy lifting and put the decoding back on the GPU's dedicated hardware for decoding .264

Obviously not having VP9 hardware acceleration slows down graphically intense multitasking.
