All usb ports only work in safemode even after clean install of windows 7

For a few weeks all of my USB ports have not worked. I have tried almost everything. I bought a new power supply. I reset my CMOS and deleted all mouse and keyboard drivers for my razor mouse and keyboard. I deleted razor synapse. This all seemed to work for a few days and I was able to use my USB ports without safe mode. Then it happened again and I could not find a solution so I deleted windows and did a clean install. All USB ports were working until I downloaded the drivers for my motherboard from the disc and it connected to the network. All USB ports stopped working again right after it downloaded the driver for my SSD hd but it says it is a SCSI hd because it is downloading SCSI drivers. Could that be the issue? I am so frustrated right now because I can't get any of my school work done.
If someone could maybe shed some light on this issue I would be eternally grateful. I'll try to provide as much info as needed please just ask :) THANK YOU!
 
My guess is that it's either a driver problem or something being started when you boot up. If you have drivers you got from anywhere other than your manufacturer's web site, that could be the problem. For startup items, start MSCONFIG and click the Startup tab. There you can remove anything except your antivirus. Avoid the other tabs.

Thanks for the helpful feedback. It may be a driver. But as I am going I think it has something to do with the motherboard. I had an older HD with my old windows dated near the begining of the year. Sort of like a hard copy of a backup in case things went south like now. I unplugged all other HDs and then plugged in this HD with my old mouse and old keyboard I used to use. It should have worked but the same thing is happening. All usb ports are not working except in Safe mode. Power still runs through them because I used it to power up some batteries. I also noticed in the device manager, my usb3.0 extensible host controller has error code 10 and no matter what I do either uninstalling or disable doesn't fix it. I also believe it is a motherboard issue because I had a lower wattage power supply for several years and near the end of those years I got a razor mouse, mousepad, and keyboard that all light up and all of my usb ports w were in use. I forgot to take into account with my old power supply that all that stuff would use to much power. I think the usb controllers on the Mobo may be damaged. What do you think? Trying to get some more feedback before I go and buy a new mobo :p
