Questions About The i5 4460 Stock Cooler

I've been having a large debate of whether buying a Hyper 212 Evo or stick with the stock cooler. What makes it harder to choose, is that if i DO buy a 212 Evo i can only afford an r9 280x. But if i DON'T buy one, i can afford a GTX 970. The answer might be obvious to some of you but i'm going to use my pc upstairs for gaming which has more hotter room temperature than downstairs. So.. is it worth it to buy a cooler or stick with stock and get a better gpu?

Also, is the Xigmatek XCP-A600 a good psu? i've seen reviews of the 400w version but i haven't found any for the A600.

I would just avoid that PSU brand in general, while it may not be the worst, I would still pick a more reliable power-supply, like from Seasonic, Antec, or EVGA. I would stick with the stock cooler until you can buy the Hyper 212 Evo (or any other), but you could also go with the RX 480 ($200) and buy a cooler?

the RX 480 isn't available in my country yet. But i'll search for a better psu in different stores. So i guess i'll stick with stock for now. Thanks
