My specs:
i7 6700k @4GHz
GTX 1070 Overclocked (Offset 145MHz GPU Clock and 670MHz Memory clock)
16GB DDR4

I am only getting 55-60fps on high settings and 90fps on low settings. This problem is evident only in CS:GO. I am getting 110 FPS on extreme settings in Rust.
Things I have done:
- Unparked cores
- Set system on high performance mode
- Temperatures are good
- Updated my graphics card drivers
- Set appropriate launch options

Any help would be appreciated.

Solution
so i have half you specs and i get like 200 fps max ( nvidia 660Ti user here) ive optimized a lot of stuff sometimes First thing would suggest is to delete your cfg folder and recreate your most important settings from scratch by verifying your game files second disable your steam overlay ( every time you shift tab that steam overlay takes quite a toll on the processor so disable it ( disadvantage is you have to alt tab to message others once you've fixed the issue you can re enable the overlay) overclocking is not advised if you ask me since it generates a lot more heat which might lead to crashing.
Step 1 :

Delete your CFG folder and re download it ( Do not replace from backup) Verify Game integrity and re download it...

I just started getting the same problem... At about 3am last night I got a notification from windows saying it would update. Not thinking anything about, it I accepted. Logged on today to play and my fps has been 30-40...

I think it may have something to do with me being on Windows 7...
