Computer won't Boot when installing OS

I'm building a computer for my brother and we were going to install windows 7 on it until the computer just stopped on the windows 7 start up screen, it's a endless cycle. We even tried using Ubuntu didn't worked, not even memtest worked. Something has to be wrong with the motherboard, it's worth noting that the motherboard is used along with the CPU. Was wandering if I can get some help about this issue? (I can get into the BIOS if that helps)

Specs
MOBO: Intel DH55TC LGA 1156
CPU: Intel 540 3.07 Ghz (Is detected in the Mobo)
PSU: Corsair 430W 80 BRONZE
HDD: Seagate 250 GB
RAM: 8GB G.Skill Ripjaws x series

I'd suggest you try resolving the issue by resetting BIOS using one of these methods. If it doesn't help, you should check the motherboard manufacturer's official website for any BIOS version/firmware updates for your model. Make sure everything is up-to-date and then attempt to install Windows again.
Since you already tried installing Ubuntu as well, I would rule out Windows installation media corruption.
I'd also get inside the case, check all the connections and reseat them again, just to be sure that everything is properly mounted.

OK tried everything you guys said and it turns out the memory is not compatible with the motherboard so I put in some older memory and it worked I thought it was the motherboard but it's not, thanks for the help.
