Low FPS after enabling SLI, problem persists after disabling SLI.

I recently added a 2nd MSI gtx 970 into my rig and continued to get great fps in all games. I realized after about a month i never actually enabled SLI in Nvidia control panel (whoops). After i enabled it i got less performance from all my games and i mean from 60+ fps on three monitors in Gta V down to 25 Fps on a single monitor for example. No Graphical Changes seemed to affect the fps count. So naturally i disabled sli but the terrible fps problems persisted. I tried everything from removing the 2nd card and reinstalling the drivers, to a clean install of windows and using only one 970 like before the problem showed its face and still the issues continue. According to msi afterburner my temps for my CPU (AMD FX-8350 cooled by a Cooler Master Hyper 212 Evo) are 20 °C consistent in game and idle and both GPUs stay between °40-55. I've tried alot of possible fixes but honestly give me any you may have even if you think i've tried them, im open to anything. Thank you for anyone who tries to help me out!

Heatsink: Cooler Master Hyper 212 Evo (Arctic Silver 5 Thermal paste)
GPU: Msi Gtx 970 Gaming 4g (x2) (Msi Gaming Sli bridge)
RAM: 2x Crucial Ballistix Sport 8gb 240-pin DDR3 1600 (16gb total)
PSU: CORSAIR CX series CX750 750W 80 PLUS BRONZE
OS: Windows 8.1
SSD: SSD 850 EVO 2.5" SATA III 250GB (OS Drive+Demanding programs)
HDD: 1x 2tb WD Blue (games)/ 2x 1tb WD Blue (Storage+less demanding programs)
Case: NZXT Noctis 450 (stock fans)
 
Solution
Looks like your CPU is throttling. Have a look at the thermal margin with AMD overdrive.
Bios is up to date of the motherboard?

Run prime 95 with smallfft and have a look at the thermal margin and the frequency of the cpu.

Run furmark stress test and look at the temp.

I have 3DMark Advanced Edition

First time a ran this a few months ago (before i used 2nd gpu) i got a score of about 9300, i unfortunately dont have those reults saved as i didnt remove them before clean install of windows.

I have never actually updated or messed with my bios.

Running prime 95 smallfft for 10 minutes the AMD Overdrive read all cores were at °50 and frequency was 1400
