I want to change my motherbord and processor, i want to switch to intel.
if i change my motherbord and processor will i still be able to use my pc or will i have to reinstall windows.

you will have to re-install windows. you may need a new copy of windows. if your current windows came with the pc (OEM) it is tied to the motherboard, new motherboard = new windows purchase.
if you have a retail version of windows you can install that to as many pc as you want as long as its only installed to one pc at a time.

Solution
You do not need to reinstall. There are few simple steps that will prepare your system to boot on different HW for older versions of windows.
If you have Windows 10, you don't need to do anything, just plug your hard drive to the new system.
As for licensing ... Your windows will require re-activation. It is done through support. If you have to pay, or if it will be free depends on your license and number of previous activations.
