No idea what the hell these guys are saying..... lol.
Doubtful that the driver is the problem.
I think that if you have the money for a 4k monitor you should invest in 1440p 144hz, as unless you're pushing 60fps all the time on a 4k monitor it can be a very stuttery and unpleasant experience.

A good recommendation is the Acer XB270HU, or if you want the better looking variant, the XB271HU which has a sleeker bezel and panel overclockable to 165hz, which isn't really noticeable from 144hz.
A 1080 is perfect for this resolution.
It is highly likely that your card is...

It is highly likely that your card is thermal throttling, run GPU-Z in the background while you're playing GTA or running the in game benchmark and tell me what your temps are.

How long do you want me to play for

Get something like msi afterburer/rivatuner or hwinfo64, you need to monitor CPU/GPU usage, temperature, and core clock. Basically looking for what is maxing out which will point to your problem. You may also want to do a clean driver uninstall/reinstall.

Let us know what you find, I have a hunch your CPU is being throttled, possibly by a rampant power saving feature or thermals.

ok so i should use msi after burner and how do i look at my cpu core clock and stuff and how long shall i play gta 5 for to look at them properly?

A quick google/youtube search will give you in detail instructions. You just need to play long enough to experience the drops your speak of so you can see whats going on with your CPU during these times.
